Topic: The Complexity of Urban Governance: A Case Study of ‘Asia New Bay Area’

In 2010, Kaohsiung City merged with Kaohsiung County to form the largest special municipality in Taiwan (2,951.85 km2), with a population of approximately 2.77 million. This ‘merge’ implies that the growing complexity of urban governance calls for new forms of development patterns and planning practice, different from traditional modes of urban development. Within this context, the initiation of the ANBA project shows that the municipality has decisively intervened in the production, distribution and management of the means of consolidating their authority and ensuring that objectives and benefits can be controlled. Behind a paradigmatic landscape of homogeneous plans and desires are found mediated interactions with their own heterogeneity, complexity, and diversity. Taking into account the complexity of real-world policy processes, the study outlines pragmatic suggestions for policy reform that address ‘megaprojects’ in socially meaningful and context-specific ways.
